RTL was founded by Nelson M. Rosario a tech lawyer and adjunct law professor whose commentary and analysis has been featured in the New York Times, TechCrunch, CoinDesk, Law360 and other publications.

Mr. Rosario is licensed to practice in the State of Illinois and before the United States Patent & Trademark Office. Mr. Rosario’s practice covers commercial contracts, intellectual property issues, privacy matters, public policy work, and strategic counseling.

Mr. Rosario is a current appointee to the Illinois State Bar Association Standing Committee on AI, and a past appointee to the Illinois Supreme Court Task Force on Generative AI. Mr. Rosario is also the co-founder and former Executive Director of the Illinois Blockchain Association, and an advisor to the Advanced AI Society.
